Measuring Social Capital
Joint Project of the Community Development Network Building Project in CEE
Meeting in Romania, Bucharest, 22-24 October 2004.
20 October 2004 Budapest
Data was collected in 7 countries. Everyone received the materials from each country along with a comparative table.
Only the Czech, Hungarian and Ukrainian (IPARD) organizations have filled in the Background List. In case we should decide for comparison, we are going to ask for the list from the Bulgarian, Romanian, Russian and Slovakian organization as well.

Possible further steps:
1. Analyzing pieces of data in themselves – a task of the organizations
2. In case we decide to compare national samples, this will raise a lot of problems and it is not sure whether we have the capacity to do so or whether it is worth doing the comparison at all.
Technical questions:
- Not everyone has answered all questions.
- What sort of methods did they use to sum up data in countries where they performed the survey in several local communities and expressed data obtained in one single figure? Do we have data from each local community?
- Frequency tables are missing except Bulgaria
- Detailed data in English is missing (see HACD’s letter to the Home Office)
Possible aspects of comparison:
- Population
- Rural/Urban community profile
- Economic Profile
- Occupational structure
- other
To do the comparison, we need an analysis plan and a code plan, and we also need to perform calculations. Attila Gergely is ready to set up general criteria when we have found the necessary software to work with:
- Statistical Package for the Social Sciences – spss – it is expensive, copyrighted and needs to be bought annually,
- The use of Excel seems to be more realistic. In this case, each questionnaire needs to be entered into Excel.

On the basis of the results we get, we will be able to conclude what the cause of major similarities and differences may be, and we will be able to formulate some cautious hypotheses for future researchers and decision-makers (lobbies).

Questions:
- Which solution should we decide for?
- Is there any sociological capacity in the organizations concerned?
- If yes, who could undertake this work and under what conditions?
