Report for the Hungarian Association for Community Development
Community Development Partnership Program for Central and Eastern Europe
April 2001 – March 2003
Activities planned:

1. Local “Training of Trainers” program for 10 people 5 days, to teach VOKA’s existing workshops: Listening Projects, Community Mapping, Project Design and Management, Fundraising, Leadership
2. Develop two new workshops’ curricula and related materials /development to be carried out by the 4 project participants in consultation with the 6 additional trainers/
3. run 2 or 3 local workshops over the year in each of 10 communities or groups of communities
4. publish case studies of rural community development and translate these into English
5. Begin working with the Slovak Ministry of Education to launch a program on civic participation for rural teachers
6. Create a small library on community capacity building

Activities implemented:
1. Local “Training of Trainers” program for 10 people 5 days, to teach VOKA’s existing workshops: Listening Projects, Community Mapping, Project Design and Management, Fundraising, Leadership

Result: 16 people trained.

Listening Project is a community survey that encourages communication among residents of the same village. Enables people to identify issues of mutual concern and to open up communication among themselves and with their local government representatives.
- 4 trainers from Velka Fatra Micro-region were trained to conduct LP
- 4 participants /students of the Philosophical Faculty, Komensky University were trained within the T of T for LP

Community Mapping workshop teaches participants to assess the resources and needs in their communities, using tools that range from brainstorming, drawing maps and taking photographs, to analyzing resources and needs.
Future trainers attended the workshop and a separate T of T session took place in Banska Bystrica to discuss the logistic of the workshop.
- 3 people trained for Community Mapping: 1 from Micro-region Velka Fatra, 2 from Community Center Cierny Balog

Project, Design and Management workshop follows on Community Mapping and enables participants to come up with plans to address a community problem. Workshop focuses on problem identification and analysis, setting a project goal, objectives, tasks, time schedule and budgeting.

Community Based Fundraising workshop is designed for people with little or no experience with fundraising. Participants draft a fundraising message relevant to their organization or community, practice asking for money and other sources, identify potential donors, practice setting target groups for fundraising and learn basic planning of a fundraising event.
Future trainers attended the workshop itself and in addition 4 individual T of T meetings
- 4 people trained within T of T : 2 from Community Center in Cierny Balog, 1 from Agency for Rural Development and 1 person is the Rural Community Fund coordinator who had previous experiences with the issue

Leadership Training T of T for community leaders did not take place, though the training itself was conducted.

2. Develop two new workshops’ curricula and related materials /development to be carried out by the 4 project participants in consultation with the 6 additional trainers/
Result – 3 workshops prepared
- a new 1-day training on Networking
- a curricula for 2-day training on Strategic planning
- a new 2-day training on Basic English for B&B providers

3. Run 2 or 3 local workshops over the year in each of 10 communities or groups of communities
Result- series of workshops and meetings took place for various communities.

Strategic Planning Workshop
Defining the organizations’ mission, goals and objectives, circumstances and conditions influencing the organization’s operation, role of employees, volunteers or members, target groups and priorities are some of the topics covered within the 2-day meeting
- 2 meetings held for representatives /11/ of Hrochot village and the other one was attended by people from villages of Zavadka nad Hronom, Polomka and Podkonice /9/

Project, Design and Management workshop
Content of the workshop – see 1. T of T
- 1 workshop held for 12 people from 5 villages of the Micro-region Velka Fatra

Introduction to Sustainable Tourism Development Training
This training is designed to introduce the basic definitions and understanding of sustainable tourism development, stages of citizens involvement, strategies, marketing, stakeholders….
- 2 trainings took place – 1 in village of Vlkos and 1 in village of Oravska Polhora

Community development MR Velka Fatra
Intensive work on community development was undertaken in 8 communities Micro-region Velka Fatra consisting of following villages: Danova, Turcianske Jaseno, Blatnica, Folkusova, Necpaly, Zabokreky, Bela-Dulice, Mosovce.
The target group split into two separate interest groups:
1.members of the Association of Tourism - Velka Fatra Micro-region;
2. local citizens – general community development.

1. Association of Tourism - Velka Fatra Micro-region – 4 meetings held.
Outcomes:
- preparation of common planning, promotion and coordination of the MR
- coordinator assigned
- scope of work designed for the coordinator
- establishment of a Communication center as a base for the coordinator

2. Local citizens – Community development consisted of following activities

Community surveys /Listening Project/
- 17 meetings involving 4 villages /Danova, Folkusova, Turcianske Jaseno, Bela-Dulice/ including 1 introductory meeting held in Blatnica
Outcomes: - 28 volunteer pairs conducted Listening Project in 4 villages
- 672 questionnaires distributed
- 396 questionnaires returned

SWOT analysis / Public meetings with the participation of local citizens/
- 7 meetings took place in 7 villages, 2 attempts to hold the meeting failed in 1 village / Blatnica/. Villages involved conciderable number of local people: Turcianske Jaseno /15/, Bela-Dulice /30/, Zabokreky /15/, Necpaly /15/, Danova /17/, Folkusova /5/, Mosovce /43/.
Outcomes: -140 citizens from 7 villages involved in SWOT analysis preparation

Introductory Public Meetings held to introduce the Community Development Partnership Program in Micro-region Velka Fatra, - 2 meeting held in Blatnica and Turcianske Jaseno.
Outcomes: - 50 inhabitants from the MR were informed about the program.

Creation of a coordination group of 10-16 people representing each village. The aim of such group is to assist the MR coordinator and help with activities conducted during the course of the Community Development Partnership Program.
- 4 meetings of the coordination group held
Outcomes: - common visioning of furure development of the MR
- problem analysis, causes, possible effects, priorities of the future possible development
- action planning within 3 priorities identified: 1/ lack of investments in MR; 2/ apathy and lack of interest of locals; 3/ traditions and cultural heritage opportunities.


4. Publish case studies of rural community development and translate these into English

- series of case studies published and disseminated through Rural Parliament e-mail Network
- 10 case studies of community development successes published in VOKA Quarterly newsletter
- 3 case studies published and presented in English

5. Begin working with the Slovak Ministry of Education to launch a program on civic participation for rural teachers

Thirteen teachers of Presov district trained in Building Civil Society theme. The purpose of intensive T of T was to introduce the topics, methods and tools which teacher of English, Ethics and Civics could use in teaching process. The T of T was held in cooperation with PC Slovak coordinators. Topics covered: Definition of Community, Citizens involvement through community surveys, Small community project writing, Dealing with Conflicts.

The curricula and manual introduced to the Ministry of Education representative to have it accredited. She advised us to do some amendments to the curricula, so that we can use it not only for teachers but also as a educational training for the unemployed. The next deadline for submitting the application for accreditation is June 2003.

6. Create a small library on community capacity building

VOKA released a request towards various NGOs and initiatives active in rural and urban communities, with wider outreach ranging from environmental issues through social issues to community development issues.
53 new publications from 9 NGOs enriched the VOKA library.
